Call to Order:
President C. Hagloch called the meeting to order at 4:35pm.
Approval of
Minutes:
November 2009 Minutes
were emailed to Board members, approved online and posted on the WIRCA
website prior to our meeting. It was moved by David Andrew, seconded
by John Michalski and voted to approve the November minutes.
Treasurers
Report:
The Treasurer's report was distributed and presented by Roger Liu. Roger is carefully selecting the proper CD instrument to maximize profits as well as timing the deposit to optimize interest bearing potential. Expenses for upcoming database upgrade expenditures will be forthcoming. The Treasurer's Report was accepted and approved.
Committee Reports:
- Nominating Committee
- David Andrew moved to affirm Board Officer re-appointments, Judy Fadrowsky seconded, and the Board voted unanimously to elect the officers for another year of service.
- Newsletter -
The deadline for articles for the next newsletter is February 1 per
Joann Allin. An information article about Waialae Iki's two Neighborhood
Board representatives will be in the next issue.
- Membership Dues
- Donna Ashley reported that dues collected are at record setting
levels and that 499 of the 624 homes in our Association have been
processed with some pro-rated refunds for new members who overpaid.
Second notice billing invoices for 2010 will be going out soon.
- Decals - Sandra
Kingery has sent out new car decals for new residents in this cycle.
- Website - Detailed web traffic statistics were provided at the meeting and the webmaster had some meaningful suggestions for improving the website's functionality and targeted usage. The newsletter will soon be electronically archived at the website.
- Streets and
Sidewalks – Lisa Iwata followed up on the developing pothole secondary to Board of Water Supply road repairs at the bottom of Laukahi. The patch was fixed three times and the patch area was extended to its current size to fortify the repair and durability. Various lamp pole bases are being identified for repairs as well. The sub-committee exploring the feasibility of installing a "Waialae Iki Ridge" sign at the bottom of the Hill are in preliminary project design discussions.
- Information
Dissemination – Helen MacNeil has had various phone calls and emails
regarding resident issues leading to Helen providing guidance and
encouraging residents to seek advice from appropriate sources that
can help with respective resolution.
- Security – Mike
Bianco will be continuing on as Security Chair, but is being burdened
by personal project demands of late. Volunteers from the Board will
be learning Mike's duties to distribute skill capability amongst the
Board so a strong line of succession may be formed and duties can
be shared in the future. Mike's expertise and dedication is very appreciated
and the value of Security was unanimously agreed to be at the core
of WIRCA's mission.
- Database – Gerrit
Osborne and Judy Fadrowsky are in the process of streamlining data
access and cross referencing data points via the now fully operational
ACCESS system. Discussion of purchasing a laptop for just association
business was held. Nate Sparks and Judy Fadrowsky will research various
database storage options and report to Board next meeting.
- Public Affairs
and Liaison to Neighborhood Board Carmen Hagloch has accepted the resignation of Michelle Schneider from the Board as Public Affairs Liaison to the Neighborhood Board Chair and Steve Camara will fill that position. The City Manager, Kirk Caldwell, has guaranteed that Wailupe Elementary will not be converted to a homeless shelter and will be holding an informational community meeting on 10 FEB 2010 at the school to permanently put the rumor to rest and share working proposals with the East Oahu community.
- Bylaws and Parliamentary
Procedure - Janice Wright will update the Association bylaws and the updates will be available at the website in the future.
- Traffic Calming
- Girl Scout volunteers under the guidance of Sylvia Makke will begin "Slow Down On Our Hill" sign-waving ASAP to heighten awareness. The culture of blatant disregard for speed limits along with accompanying aggressive driving behaviors up and down Laukahi is reaching an intolerable level. HPD will be assisting area residents to use whatever resources available to change the culture.
- Temporary Committees:
Parks - The Board of Water Supply has addressed leaks in area parks secondary to follow up by Nate Sparks.
New Business:
Special thanks to
Scott Dezanni for donating shirts to residents and very classy Polo
shirts to the Board and their spouses. The Guards were extremely appreciative
of the holiday gifts received this season.

adjourned the meeting at 6:23pm after being motioned and seconded.
